aquarius 1100 hotpoint machine?

Our aquarius 1100 has blown the 13amp fuse in the plug. So we changed the fuse and it blew again within 10 mins. What are the reasons for this, is it an electrical fault?

Do you think it will be worth replacing the element, or buy a new machine? There is still water in the drum...how do you release the water?
