Engine cooling on a Fiat Ducato 2.8 JTD (2003)?

The engine seems to run cool. If I travel through cold mist the engine temperature drops. If I put on the cab heater the engine temperature drops. The cab heater only works when full on.

I have replaced the thermostat. No difference.

Any ideas?
