Toshiba TV 3357DB Flashing Green LED?

I have a Toshiba 3357DB,. The problem I have is that I get a flashing green LED when I switch on the TV, but no sound or picture. Please advise how I can fix this.

Green LED flashing every 3 seconds indicates a fault, which may be due to no line drive.

Possibly caused by open circuit D431 1N4148, (removing supply to pin 22 TA1222AN IC501.)

It will need a TV engineers attention.
