After my fuel have perished and fell apart on my blower / Vac. can anyone tell me what way round the pipes should go.

i dont know which exact machine you have, but if you have 2
pipes one will be the fuel supply and the other will be the pulse pipe from the crankcase .try starting the machine with a teaspoon of fuel down the carb inlet and if it wont continue
running swap the pipes over
