How to fix an old model Panasonic Television?

A friend of mine has an old panasonic tv model CT-HIOD or CT-H10D. Anyways, it acts like it's going to die on him. The bottom of the screen is starting to go black like and inch or inch in a half is going black. Is there any way he can repair this and if so what does he need to do? Please help.

At the moment these are the symptoms of (usually) a very simple repair for a qualified engineer. Frame faults are mostly cheap to fix too.

However, it's not really a DIY repair. So if he tries to repair it himself, problems could be made worse.
