howto SELECT BACKROUND FOR MY DESKTOP, SEEMS LOCCKED ON PROPERTIES?

I AM NOT ABLE CHOOSE MY FAVORITEE BBACKGROUND ON DESK TOP MENU.It seems the option to choose background on my desktop is disabled suddenly
how do I enable it to allow me choose my background there?

If you are then you may need to look at your default DCOM settings. These need to be set to identify to allow Windows to use the correct user rights
