when i let my hand brake down it dont release the pads they release when i drive with a squeek forward or a clunk in reverse is this normal

Hi,
No it's not normal, you need to check the linkage into the rear drums and lubricate the various points under the car. I would also suggest removing your rear drums and checking the pads themselves. You may even have a spring disconnected, which is a potentially serious problem.
