How to replace belt Yardman 38"?

I have an older Yardman 38" Riding mower. The drive belt has come off. Should replace it but I don't know how to get the old one off and the new one on. Any help would be appreciated.

Do you have to tighten the bolts all the way that go to the pivot arm? Or leave them a little loose?
