Ford Transit 2.0 petrol engine surging?

Have a problem with an R reg 2.0 petrol engine Ford Transit

On startup up the engine will surge then stop, as it gets warmer the engine will surge then slow down and then keeps surging and surging.

Can't find any loose wires, or pipes

Any ideas?
