i have an upright hoover legacy that needs a new belt and a tune up, can i do this myself or do i need to bring it to someone

Hoover.com's .pdf files with instructions are very useful. I just replaced my belt, though now I have a problem with the brush moving at an unusually high speed even on "Cleaning Tools" setting. This was a problem someone else listed on this site, with no answers. I will post a solution when I find it.
