why does my fiesta diesel lose powwr when it rains?

1966 Fieast diesel goes OK, starts OK, but when it rains it suddenly looses power (20 MPH max) and belches out black smoke.

What a bizarre problem! More detail is needed; does it do this as soon as it starts to rain, and how long does it last? Does it only happen when you drive along, how about if it's left idling in the rain?
