vectra 20 di wont rev over 3500?

has anyone any idea whats wrong with my 96 vectra 20 di. it will hardly accelerate and wont rev over 3500 rpm. the managment light is on as well.

mine is the same form what i gather it could be the air flow meter (maf) if not that then try looking at the egr valve. that's my plan
