Hotpoint TL21 Tumble Dryer - drum rotates but no heat?

The drum rotates ok but there is no heat - is this a capacitor issue? Is is DIYable?

Not sure this will help but recently had an engineer look at our hotpoint machine with the same problem. He replaced the fan assembly. He mentioned you can sometimes get away with cleaning it out.
