How can I loosen cords on vertical blinds?

how can I loosen up the draw string cord on my vertical patio door blinds. They are too tight and very difficult to open and close.

Can I repair a split?

Is there a temporary or permanent solution to repairing a split in a cellular blind. The fabric seam has split and I can't afford to replace them right now. HELP
