In reply to Paraminder's question below.. assuming this is a VCR on which the recording was made.. usually those symptoms are either due to the control head requires cleaning (the static head to the right of the cylinder), or the edge of the tape is damaged/curled because of incorrect tape path or tape tension, making the control track unreadable.

If it was not recorded on this machine, ensure it is compatible with the original record speed. ie. if recorded in LP (long play) or EP (extended play) the playback machine must also have LP or EP mode.

If it's like most Matsui VCR's I've stumbled across, possibly it's just the VCR's modulator is switched off. If so..

Either use a scart lead between VCR & TV and select the corresponding AV input on the TV or for RF connection, check that the VCR's modulator is turned on and it's output set to a UHF channel no. (CH) as follows..

Switch the VCR to standby using button on front of unit. Then press and hold the standby button down for 5 secs until RF -- is displayed and use channel up/down keys to set an RF output CH between 21 & 69. You can then select a spare channel position on the TV and tune the TV to that corresponding modulator CH and/or test pattern.

Then select auto tune on the VCR.
