My Baxi 105e boiler is not powering up?

My Baxi 105e boiler is not powering up.. I've changed the 13A fuse in the wall but no joy. The manual suggests that I replace the PCB. Is this the only option? If so is it easy to do?

p.s wall fuse should only be 3 amp not 13amp
