Mix 4 parts sand to 1 of portland cement and use that. Or you could buy EXTERIOR Polyfilla, which also sets like rock. To do a proper job, hollow out the parts slightly with a masonry drill, and make sure the parts are wet when joining to stop rapid moisture take-up from the mortar.
