how can i clean the fuel line in my 96 escort?

The car has a new fuel pump but it does not start properly,is it the fuel line that is blocked?

Unlikely - but it is a good idea to replace the fuel filter at the same time. Its underneath the car, just forward of the fuel tank. Mind you, it could be other problems rather than this - maybe the spark plugs are old, for example.
