How can I fix Drafty Pvc double glazed window?

My pvc double glazed window which is hinged top and bottom with a handle on the right and opens outwards has a draft at the bottom of the window on the handle side as it doesn't close/seal properly at the bottom. How can I cure this?

it sounds like your bottom hinges have gone and wont pull sash in far enough,take hines off then get them matched at a window company in your area.
