did you remember to bend back the tags on the brushes to RELEASE the brush FULLY out of its housing putting PRESSURE on the armature.

may be a faulty out of balance switch - prevents spin if machine detects the load as unbalanced. possibly a faulty switch or a problem with the suspension system?
