High water level and Churning up in the pan indicates a blockage at the bottom of the pump or pump inlet depending on the make or model as the pump impeller is working, can't pump away the water so churns remove the pump and clean if you have an Aquavac or wet hover put it on the discharge pipe to ensure its clean before re fitting and testing the machine.
Timing the machines start up and pump cycle time when new will help diagnose pipe problems.

Sounds like the outlet is blocked unfortunately - or the discharge pipe is.....I don't envy you this one!
