is there any way to unlock it when i turned it on it showed a icon of a little moniter and a lock with a flashing line

You may be able to unlock it. Start by going to www.lenovo.com and download the Hardware Maintenance Manual for your PC.

However there is a lock so deep in the hardware it requires a system board change to fix it. This was done in order to turn stolen computers into scrap and thus not worth stealing.
