When I am driving my 1997 Ford Taurus GL and have to made a stop for a few seconds or minutes when I am ready to move again and press the gas, my car will not move. Is this a bad transmission or is it the timing belt?

if it will run, then it is not the timing belt. if it will not move when put into reverse or drive, first check the trans fluid level and color. if the fluid is very dark then may have trany problems. if the color is aclear reddish color then you may check the shift linkage.
