briggs&stratton model 42a707 type 2653F1?

I have an older model murray mower with the twin briggs engine. It has developed a gov surge when at an idle. was wondering if there was a way to adjust it out?

This could be one of two things really - either there is a slight carburettor blockage or the pilot mixture is incorrect...if you can find a spring loaded screw in the side of the carburettor, turn it out until the engine just starts to splutter and maybe chuff a little black smoke - then turn it back in until it clears.
