My Craftsman EZ walk mower - Model# 917377842?

The pull string seems to lock within 10 inches of pulling the cord. I took the cover off and it appears the pulley device spreads its plastic wings, locks, and prevents the string from being pulled further. Any suggestions? Does this part HAVE to be replaced?
