Blank operating screen?

My computer was running slowly for days, then it would not connect to the internet at all. Finally, when I started up my computer, only a black screen with the message "system32.hal/dll file missing or corrupt", is displayed. I cannot access windows or anything else. Is there some way to totally remove everything and reinstall XP and my software? I have a Dell with a Pentium 4 processor.

if you havent got a cd you can get them cheap from ebay youll need a serial number for it too I hope you wrote the old one down or it should be on the little sticker

you can run windows XP setup directly from the CD from the i386 directory if you dont have a cd you will have to ring dell for instructions on how to install the recovery disk
