What can be the problem with this 1997 Chrysler Cirrus?? Please Help!?

The car belongs to my mom it is a 1997 Chrysler Cirrus LX, only has about 58,400 miles on it. I'm the daughter, we don't know enough about cars to know what could be wrong, so if anyone could maybe help, we'd appreciate it...Thank You!
About 5 months ago the car started making noises whenever you go over bumps, and when you turn the wheel, and people told us it could be the struts on the car. Now, the noise has gotten louder, and no one knows what it can be. We took it to 1 mechanic and he told us we only needed new tires because the ones that were on the car weren't the right ones, and they weren't able to hold the weight of the front end. Also, he told us if it wasn't the tires then it could be something in the steering. So, we baught new tires and the sound still continues. Could the noise be coming from the ball joints in the front end, or could the car be running low or out of steering fluid? It only makes the noise loudly when turning the wheel slighty. Could the steering be grinding or rubbing up against something? The steering wheel doesn't shake or anything when started or when driving, it doesn't have any trouble making a turn, it doesn't have a delay to making a turn or anything, so what can cause the steering to make noises?

try the wheel bearings as this sounds like the same as my car and it turned out to be the wheel bearings

definate suspension problem.my guess would be lower ball joint or wishbone bushes.these show up by wearing your tyres unevenly.ie more wear on the inside of the tread than .power steering masks problems and makes it dificult for driver to notice faults.lower ball joints make a distinct thunk thru the floor when worn and when moving wheel as the joint slips in the socket.a GOOD mechanic should find fault or for that matter it shold fail a simple mot test giving u a definitave failure point and so what to replace.
