how can I loosen rusted sink tap nuts?

I am unable to loosen nuts on my sink taps to change washers,
as it is badly rusted & won't budge.

i suggest drilling them out.

Could try heating the nut with a blow torch but not to much as you only want one half to heat up and the other to be cool.
It must also be metal, but if its rusty it should be.

I would recommend a good soaking in wd-40 and then a scrub witha wire brush then try again
