can you pebbel dash over pabble dash?

I,ve recently had a part of the front of my house pebble dashed and have noticed that there are quite a few BALD SPOTS. My question is....Can you pebbledash over pebble dash?

As a plasterer myself, I can tell you that you can but it would be best to apply a scratch coat of sand cement first and then a receiver coat for the dash. Dash on to the receiver coat while it is still soft.
