handbrake light keeps flashing on the dashboard?

rover 416 handbrake light sometimes flickering on the dashboard have checked all levels of fluid !!

some times a light has more than one use, ie front brake warning light, or low fluid light you have checked the fluid levels so now get the front pads checked.

hand brake cables could be sticking no resistance on the hand brake(very sloppy)causing the light to come on
