how can I make both rear wheels on 406 lock on handbrake?

why does only 1 wheel lock on my 406 handbrake

faulty rear brake self adjusters 90% of the time.usually compounded by someone tightening the hand brake cable whitch gives some handbrake but does more damage than good.Rear brakes need stripped down and unsiezed,self adjusters cleaned and greased and reset.THEN cble adjusted.dont recall if you have discs or not,but if u do there's a good chance one of the calipers is us.If u're capable then diy possible.complete understanding of mechanism needed.No offense.On a bad one maybe 4 hours for a pro.2 days for non pro.
