93 honda civic sounds like it wants to start?

my 93 honda automatic 1.5 4dr. sounds like it wants to start when you turn the key but it won't start, we purchased new spark plugs and wires, rotors, and distributor cap new timing belt, and it still sounds like it wants to start but it cant, what else could it be?

no it didnt start before i changed the plugs and timing belt, i checked all the leads if it was correct and the notches on the timing belt is lined up. do you think its the fuel pump?

Would it start before you changed the plugs and timing belt?
Could you have got the leads mixed up and on the wrong plugs?
Are you sure the timing belt isn't a notch out?
