How do I fix E1 flashing?

I have a ATT #1320 answering machine... suddenly i've had phone problems with Verizon and now my answering machine doesn't work... keeps flashing E1 every second. I tried pulling plugs etc. for a few minutes and it clears back to 0 however, the minute a call comes in it cuts off the caller and begins flashing E1... Thanks

Per the manual: E1 means your Outgoing message tape is broken or not inserted. E2 means same for Incoming message tape. There are two black plastic bars positioned between the two tapes. To remove and reset a tape, slide the rod closet to the problem tape away from the tape and lift the tape out.
