how to mend my vokera boiler linea 28 when it wont turn on?

nothing is coming up on it it wont even turn on the fuse in the plug has been changed but nothing is happenin how can i sort this out plz help

yes internal fuse. But why?? 1amp fuse on right of main pcb keeps blowing??
