My mother is a wonderful seamstress and I honestly have never done it myself but I've watched her do many dresses, i.e. my homecoming gown.
She would of course, find out how much needs to be taken out and in the seams on the side, take out the seams and bring the material inwards. When you've brought in enough, sew it.
