how to release frozen emergency brake on 1991 ford fiesta?

The emergency brake seems to be frozen on a 1991 Ford Fiesta.There are appr.11 to 16 clicks. the handle goes down but car cannot move forward or reverse.Is there a simple way to release the parking brake?

With handbrake lever in off position, atempt to drive forwards and reverse sharply. When the brakes release there will be a load bang, nothing has broken, it's the sound they make when released!! Strip and clean the brakes afterwards.
