hot water runs for 45 seconds then burner goes out for about 20 seconds, then runs for 45 again. this only happens when flow of water is normal/full. with little more than a trickle the burner runs constant

soft water and if the water flow is high ,the boiler cycles hot n cold, butbut slow flow water is constantly hot.

Boiler is shutting down because it is hitting its target temperature. Possibly hot water heat exchanger blocked. Are you in a hard water area?
