Fuse 21 I think, it's the one before the last on the right hand end. Its 15 Amp. The same fuse covers the interior light, clock etc...the other chap is correct in that the system utilises air, but electrical contact tell it when to "go"

The short answer is -- You can't.
Unless I'm very wrong about this,the VW Golf does not have a fuse! ( in my case I have a 1.8 GL 94)

It uses air-presure to lock and unlock the doors. I had this problem myself, with just the passengers door working. If you check all doors (at th hinge point were the cables are routed through the door to Door Pillar) you should find a tube thats disconected , it will be roughly the same size tubing as a drinking straw. The pump for the central locking system should be in the back, inside of the boot. Worth checking the connection there first if you have all- round central locking failiure.
