why isn't my dishwasher cleaning properly?

When the cycle is complete the plates are all covered in what feels like rough stuck onfood (but it isnt food!) We have changed to liquid soap in case it was the powder and i have thoroughly cleaned out the drain filter. Any ideas?

bottom spray arm not going around
look in side cultery tray might have a hole inthe bottom so cultery can fall throw and stop the arm moving
