Whats wrong with my Sanyo Memo-Scriber TRC - 7030?

The machine comes on but it doesn't play, ff or rewind, and when i try and play the memo tape inside there is just a constant beeping noise. Can it be fixed?

Problem sounds like a faulty motor,not spinning.
I am a dictation engineer and have repaired a lot of these machines.
