I have a Flymo Comapct Mower and the blade is blunt. I bought a new blade and tried to chage the blade, but it is very stiff and I am not able to loosen the screw any deas what I have been missing

You're nor doing anything wrong - the bolt is just tight. You will need the correct size spanner to fit the bolt. In extremis, you can knock it round with a hammer and cold chisel on the corners, but you will destroy the bolt head in the process, and will need a new one for re-assembly.
