GE dishwasher won't squirt water up to the top shelf?

My GE dishwasher does a great job of washing the dishes on the bottom rack. It doesn't appear the top rack is getting any water. Is there a way I can check and repair this problem? Thanks.

Hi,
The top spray arm is probably not turning, remove arm and clean all the holes, refit and try. Good luck.
