how to fix my lights?

i have led tail stop lights on my car (zafira) however even when they are switched off they still light up about a third brightness when the ignition is on

Either they are 2 filiament bulbs put into a single filiament holder or vice versa - or there is an earthing fault with the lamp clusters.
