How can I fix my C & M Britony Flexiflue GC no 52 980 22?

When hot-water tap is turned on, fan stops (or fails to start) after a second or two & main burner does not ignite. I've been told that the whole appliance (boiler) needs replacing - but it's only 10 years old. Many thanks in advance for any suggestions.
