I want to add a hook to a UPVC door which I can then attach to the exterior wall to keep it open in the wind.
I have seen devices which will keep the door open to 90 degrees, but I want to open them wider.

The big problem with fixing things to upvc doors is that the internal framework is aluminium, so putting in traditional wood screws won't work. You also have to ensure that any pilot holes you drill, prior to fixing self tapping screws, actually go into the aluminium as they won't hold on the plastic alone.
