raven heat boiler LS80T wont heat water up unless the centrol heating is on?

Hi i have a raven heat boiler/the white star LS 80T The fan is making a slight noise and wont heat the water up unless i turn the centrol heating on as'well.
My question ?
do i change the fan and qwere would i get 1 from

is the ls80t not a dual pass main exchanger??? i thought it was, and if right that would be flow switch problem

Nothing wrong with the fan looks like a faulty divertor valve. Buy from the internet if you want it cheap and dont mind the wait.
