Why was it turned off? Probably due to a possible dangerous situation within or in the vicinity of the boiler. In which case it would have been disabled and the gas turned off by a qualified GasSafe registered engineer. Call the same engineer back or other qualified GasSafe registered engineer and he will attempt to repair and make safe the offending problem then turn you back on.
