How can I fix my Toro briggs and stratton?

I have a Toro mower with a B&S model 12H802-1776-81 engine. The mower has been sitting for a few years and when I put fuel in the tank, it comes pouring out of the carburator. This engine has no throttle adjustment and a primer button.
