Fix Fault Hayter 48

While mowing, clutch suddenly stopped engaging. Cable seems to be in good condition and connected at both ends. Drive belt appears ok too. It just doesn't drive. Help please!

I have been using my hayter 48 mower when I noticed it would not go backwards. I noticed that the chain was rusty how do I get to that chain to inspect it?

My lawnmower works but I think that the belt is slipping . Adjustment as per instructions does not seem to fix problem.
