My VHS makes winnie noise with unsteady picture?

I have a VCR-DVD recorder and wanted to transfer tapes to disc. The VCR with the VHS playing makes noises like it is dragging and the picture has shaky horizonal distortion to the picture. I have it open and haven't a clue what to do.
